The Shanghai DLC

The first DLC was originally planned as a Costa Del Sol setting but was changed to Shanghai, China. It is described as a beefy expansion priced around $10, larger in scope than a typical content drop, with a new rival named Huang operating in his home territory. The Shanghai visuals and style of doing business are intended to feel distinct from New York, giving late-game players a fresh city to conquer.
